In order to prove the origin of the goods exported from Latvia and the recipient of the goods would benefit from the application of the preferential rates of customs duty in the country in which the goods will be imported, a certificate certifying the origin or status of the goods shall be required.
The exporter of the certificate form shall receive and be completed together with the accompanying documents for on the spot approval.

Process description

  1. Service requests
    Service many be received in person except in the Customs offices: Riga MKP, Kurzeme MKP, and Latgale MKP - these require application through e-mail: izcelsme@vid.gov.lv.
    Service request forms:
    1) Movement certificate EUR form 1;
    2) Movement certificate EUR.MED;
    3) Status certification A.TR.
    Forms with unique ID numbers are available at SRS Customs Board, as well as at the customs control points which validate the certificates.
    Receipt of services require:
    1) Documents certifying the origin or status of the product concerned in accordance with the requirements of specific trading arrangements;
    2) Export goods accompanying documents (invoice, bill of lading).

  2. Receipt of services
    At the time of the exports of goods, but not later than 3 business days from receipt of the application.
