The customs procedure allows the use of non-Union goods intended for re-exportation in an unaltered manner, totally or partly exempt from import duties and other duties payable, and without applying trade policy measures to them.
It shall apply to exhibitions, trials, etc.
The maximum period during which the goods may remain under the temporary admission procedure for the same purpose and under the responsibility of the holder of the same authorisation shall be 24 months.
For the purposes of applying the customs procedure, an authorisation must be obtained at the customs office.
In order to apply the customs procedure, a declaration shall be submitted in the section EMDAS the State Revenue Service (hereinafter - SRS) Electronic Declaration System (EDS).

Process description

  1. Service requests
    Completion of customs procedures are subject to authorization by Customs authorities.
    Simplified procedures shall apply in cases where goods are completely exempt from import duties. In this case, the customs declaration is presented at the customs control point. In addition to the customs declaration, the following information must be submitted:
    - nature of the use of goods;
    - technical description and means of identification;
    - the expected closing period;
    - proposed closing authority; and
    - location of use.
    When applying for temporary admission, a guarantee must be provided, except if:
    • the customs declaration can be submitted orally or by any other means as noted in EU Regulation (EU) No 2015/2446;
    • materials used by international airlines, shipping companies, and railway companies or postal service providers, on the condition that the materials are specially marked;
    • packaging imported without goods, provided it has indelible, non-detachable labels; or
    • the previous holder of a temporary permit is submitting a repeat application.
    The maximum period during which goods may remain under temporary admission status is 24 months, except in certain cases requiring earlier removal (depending on the type of import goods).
    The temporary importation procedure is complete when the goods are placed under a further customs procedure, they have left EU customs territory, been destroyed leaving no remains, or are abandoned to the country.
    To apply customs procedures, submit a declaration in the EMDAS section of the SRS Electronic Declaration System (EDS) (https://eds.vid.gov.lv/login/ – Customs data processing EMDAS – AIS).

  2. Receipt of services
