The report regarding the release of petroleum products (fuel) for free circulation for the provision of their activities to the State Revenue Service (hereinafter - SRS) shall be submitted by a merchant who does not have valid licences for commercial activities with fuel, but who receives petroleum products (fuel) from another Member State under the excise duty suspension regime or imports (imports) from countries that are not Member States.
